article in my paper from Tuesday about the new gun law here in NY. The article uses the expressing 'grandfathered in' - what does that mean please?

It means they will be exempted. If you own one of these weapons already and then it becomes illegal, you will not be in trouble for owning it ... provided, of course, you have proof of ownership which pre-dates the law. See also: grandfather clause.

I suppose that kind of thing causes a last chance dash to get things people don't need, but ultimately gets rid of things.

The police do manage to take in some guns from time to time when they do buy backs to get some off the street. Although, recent articles have should how that's not really having a big effect. They'll take in maybe a few thousand, while 10s of thousands of new ones will be purchased.
