Restrictions are being placed on social contact in the whole of Greater Manchester after it has seen a surge in cases.
I live in Stockport, Greater Manchester, a town of 290,000 and recently, we have seen a large rise in Coronavirus cases, double the number last week. The rate of new infections was 50% higher than the average for England but now it is three times as high. Scotland and Wales have much lower rates.
The restrictions were announced on the news 2½ hours ago and take effect at midnight tonight. We're not entirely sure of the extent of the restrictions but contact between families indoors is the main restriction. It means I can no longer visit my daughter inside her house. But we can meet outdoors.

This government is not very good at announcing things, it seems. Either they give a week and half or they give 3 hours.
Not to mention that they have in the past been quite confusing about what the restrictions actually are - and now that there are targeted ones, where they apply. (Even months ago, making statements that apply only to England but forgetting to mention that.)
Most of all, they haven't addressed cases of prominent people (DOMINIC CUMMINGS) simply getting away with breaking the rules. How do they expect people to take them seriously?

I've given up trying to keep track of who can do what, where and when

It's quite straightforward, you can find out what you can do, and where and when by looking at the (estimated) 200 webpages here: www.gov.uk/coronavirus

Either they give a week and half or they give 3 hours. ...or three months lead time, in the case of quarantining people arriving in the country. Have no checks at airports and other ports during the worst (up till now) part of the pandemic, but then introduce a sort of wishy-washy, half-baked, "please quarantine yourself, but no one will actually check if you do" quarantine, once the level of infection has fallen to about a tenth of its highest point (so far).

Melbourne police have been checking up on people who were supposed to be under quarantine. Of 3000 people whom they visited, 800 were not at home. They have since introduced fines of up to $20000 AUD (about £11000).
