It sounds to me like you are required to cast a ballot, and if you do not, then you are fined. That is 'forced', compelled. I think it is ridiculous.
Here, the rains were heavy and lasted most of, if not all, the night. My garden is waterlogged and many of the blooms are ruined. This, by the way, is typical.

Gloomy today here, which is annoying as I have a doc appointment and wasn't expecting any rain, but it's been raining on and off this morning.

It's been a horrible May here. The temperature has been consistently lower than normal and we've had a lot of rain. The growing season is one to two weeks behind. The lilacs aren't even out! But at least we're now seeing tulips and daffodils.
