Yes, if a person has zero karma, you can give them negative karma by smiting them.
For techies only: Karma can be any value between -8,388,608 and 8,388,607 (2^23-1). Exalting a person with karma of 8,388,607 does not give them a negative karma of -8,388,608, as you might expect.
